Large Scale Planning Applications & proposals

Soham along with Ely and Littleport has and will continue to see significant additional large scale housing developments. The planned sites for these development(s) may be found in the Planning Authority’s Statutory Document (ECDC) known as the Local Plan 2015 and for Soham specifically please refer to Policy Map. 8.35. This Statutory document describes and prescribes how expected developments at these sites will take place and what they will provide in terms of resident benefit, access and Highways, infrastructure and amenity provision as well as sustainability enhancements and build quality.

Soham currently relies on this document (and Supplemental Planning documents) and your District Cllrs representing you on the Planning Committees to ensure that these developments proceed as stated in the Local Plan but also that the Developer demonstrate benefits and its responsibilities not only to the new homeowners but by contributions (s106/CIL) made to the existing population.

Unfortunately this has not always been the case. Soham Town Council is NOT A STATUTORY CONSULTEE IN THE PLANNING PROCESS but rather like individual residents may make comments that may or may not be taken into material planning consideration. Due to this lack of status, representation and voice in this important issue that affects residents Soham Town Council now operates with a Team Lead structure, providing a Planning Team Lead Cllr to act as a ‘face’ and in advocacy for residents. For more information click here. Soham Town Council established a working group with a delegated Cllr residents and other interested groups to produce a Neighbourhood Plan.

The Neighbourhood Plan where ‘made’ ( ie adopted by referendum of residents) is currently legally recognised as a Statutory document and carries as much weight as the Local Plan 2015 in planning determinations for these but also those seeking outside current development/settlement boundary and brownfield site planning permission.
